The name that emerges as the inventor of the school is Horace Mann, who was born in Franklin Massachusetts in 1796. He was a university professor of Latin and Greek subjects, he was also president of the university. Mann came up with 6 principles when it came to public education. They were a tad controversial at that time but were adopted and put into effect. Here they are:

- Children from all classes should have the same schooling
- Education needs to be nonsecular and not religious.
- Education needs to use the principles of a free society
- The instructors and teachers need to be professionally trained
